It sounds like you already saw my post on my bathroom darkroom set-up. I pour only the developer down the sink. Every other chemical I pour back in the bottle to re-use. When a chemical expires, I need to take it to a nearby public darkroom to dispose. There are other special city-owned places to dispose of chemicals.
Because I cannot develop color film myself, I take those rolls to one of three places: my local Ritz/Wolf camera (for 1 hour photo), 120processing.com (for inexpensive medium format and free shipping), or Richard Photo Lab (for paid or especially important work). Richard Photo Lab is very expensive but has the most beautiful scans.
